環境部於今(1)日發布了「溫室氣體減量額度交易拍賣及移轉管理辦法」

 為了使碳費的交易、拍賣及使用註銷等過程能公開透明，環境部於今(1)日發布了「溫室氣體減量額度交易拍賣及移轉管理辦法」，建立公開透明自願減量交易市場機制，促使各界積極減量，將於今年8月15日施行。

環境部指出，為促使國內減量額度的交易、拍賣及使用註銷等過程能公開透明，便於公眾檢視事業的具體減量情形，並避免交易過程中出現炒作、涉及其他商業利益的操作或產生交易爭議等問題，發布「溫室氣體減量額度交易拍賣及移轉管理辦法」，本辦法明定減量額度在持有、交易或拍賣、成交及使用註銷等各個階段相關規範，將於年8月15日施行。

而施行重點包括第一，政府管理防詐騙，將由環境部委託台灣碳權交易所股份有限公司設置交易平台，供事業進行減量額度交易或拍賣，禁止一般民間單位提供平台從事減量額度之仲介、代銷或買賣業務，以集中管理減量額度買賣市場，強化交易安全並避免事業上當受騙。

第二則是，公開透明防漂綠，減量額度以1公噸二氧化碳當量為單位，且每單位均有足供辨識其種類、專案類型及監測期間等資訊的編碼，確保減量額度從取得、交易或拍賣後移轉及使用註銷過程之效力。另交易及拍賣相關資訊，將公開於交易平台供各界檢視與查詢，有效避免漂綠疑慮。

第三為，多元方式有彈性，制定定價交易、協議交易及拍賣等三種方式，讓事業依其減量額度性質、銷售策略、利潤收益等考量，選擇最有利之方式進行。最後則是，供需確保穩定，可參與交易或拍賣的賣方為已執行抵換專案、先期專案或自願減量專案並持有減量額度之事業。另依氣候法第26條規定用途（如碳費繳交、環評增量抵換或其他經本部認可用途等）事業為買方，並不開放予個人。

此外，減量額度經過交易或拍賣後，由環境部移轉且移轉僅限1次，以確保市場穩定。環境部強調，透過公開透明的交易市場，可提供其他事業扣抵碳費、抵換及相關環境聲明之用。

Finally, supply and demand are ensured to be stable, and sellers that can participate in transactions or auctions are enterprises that have implemented swap projects, advance projects, or voluntary reduction projects and hold reduction quotas. In addition, in accordance with the purposes specified in Article 26 of the Climate Act (such as carbon fee payment, environmental impact assessment increment offset, or other purposes approved by the Ministry, etc.), the enterprise is the buyer and is not open to individuals.
